[Issue] Agent is not using its memory in first place

Issue Description
What is the purpose of this 'memory' of agent when I have to specifically tell agent to use his memory. Without explicitly asking to use memory, agent is not aware of it.

Steps to Reproduce

1. Open Thread one
2. Save one fact, for example "Whenever I mention cluster, I am talking about cluster deployed in "
3. Open Thread two. Ask "Where is deployed my cluster?"

Expected Behavior
Agent checks its memory and knows where cluster is deployed(which subscription, resource group). Agent knows which cluster I am refering to.

Actual Behavior
Agent instead of checking memory in first place, asks which cluster Im talking about. I have to explicitly ask it to use memory.
