[Issue] Agent goes into infinite loops when having issues with Az Cli

Issue Description
I have asked agent to create availability tests for my application in Azure Monitors Application Insights.
Agent falls into loop
Asking me for approval to run Az Cli command -> Command failed -> Reasoning - > Asking me for approval to run Az Cli command -> Command failed etc....

Steps to Reproduce

1. Ask agent to create availability tests in application insights
2. Approve Az Cli command

Expected Behavior
Availability tests created with Az Cli

Actual Behavior
Agent is making mistakes in Az Cli command. It is not correcting itself but falling in loop
