[Bug]: Dashboard/weather widget is no longer localised (english only)

Bug description

Since a couple of updates (NC32), I've noticed the weather widget in dashboard is no longer localised. Used to state weather in French, and the popup menu to configure location was also localised. But it's now in English only. I've changed the localisation of my profile to switch back to France/french, but no real change.

Steps to reproduce

1. Configure your profile with locale/regional settings in France/French (for exemple)
2. Add weather widget to the dashboard

Expected behavior

Weather widget (configuration popup menu + litteral forecast) should be localised, as it used to be a couple of months ago.
