Closing per workspace TypeScript version consistency policy.

TS 6.0 requires migration work (tighter Node built-in type resolution surfaces in @o3co/auth.policy-verifier#46 with errors on node:fs / process / console). Bumping per-repo would split the workspace across TS versions, which complicates dev tooling onboarding across the four auth.* OSS repos.

Policy: workspace stays on TypeScript 5.9.x across all four repos. TS 6 migration will be a deliberate cross-repo PR (planned after Wave 3 ships), not a Dependabot-driven incremental bump.

Adding version-update:semver-major ignore for typescript in each repo's .github/dependabot.yml to prevent future auto-PR noise.
