Add support for cancel the Medication Return even after Mark as Approved or Mark as Completed

• Currently, users cannot cancel a medication return after it has been approved or completed. Implement support for users to mark it as “Entered in Error” or “Abandoned,” and the stock will be automatically updated accordingly.
