Allow department emailadresses in maintenance/contacts

I've run into this situation a couple of times: people want to fill in their department e-mail addresses in maintenance/contacts but according to the standard they are not able to, it states:

"This key describes the technical people currently responsible for
maintaining the software. All contacts need to be a physical person, not
a company or an organization. If somebody is acting as a representative
of an institution, it must be listed within the affiliation of the
contact."

But, the reality is that if a project is being maintained internally, there is a big chance that a department is responsible. It's even more sustainable to put a department email here since there is a turnover of employees and it could get out of date quite rapid.

Proposal

Remove the demand for it to be a "physical person".
