Incorrect module suggestions when using `-S`

Bug description:

Here are two mistake in traceback suggest modules:

1. -S will skip not only site-packages initialization but also module suggesting which is not .
2. One finder raise an Exception in discover will affect the whole suggestion.

The PR is ready soon.
