MeanShift: potential contribution

Would you be interested in MeanShift implementation? I'm planning on using it as clustering algorithm in my project, and would like to contribute to Linfa as well 🦀

@MilaKyr I believe most maintainers are a bit limited in the bandwidth we currently have for contributing to that ourselves, but we're happy to accept/review draft PRs for new functions like that.
