Asset fieldtype in multisite has no border-top

Bug description

If you have an asset field in your second language that cannot be localized, the "Browse Assets" section will be hidden. That is why the top border of the field is missing.

Second: If the field is empty in origin, only the title and description will be displayed in the second language.
