Toolforge Stretch Grid Engine is deprecated #3

Debian 9 (Stretch) will soon fall out of upstream support and is being replaced with Debian 10 (Buster) on Toolforge where expose-data is hosted.
If I understand correctly, the lighttpd-based webservice and the autopatrolled_candidates job (both requiring database access) are in need of care and can be migrated independently. https://wikitech.wikimedia.org/wiki/News/Toolforge_Stretch_deprecation recommends moving everything to the new Kubernetes infrastructure but Buster Grid Engine is also available.
I might be able to help as I've still got access to the tool account but I'd prefer someone familiar with the code to have a look first, especially in regard to public_html/shared which appears to be maintained separately from this repository.
