Sniff needed: ordering of method prefixes

We need a sniff to declare ordering of abstract, final, static, and public/private/protected prefixes on methods.

PSR2 states: "Visibility MUST be declared on all properties and methods; abstract and final MUST be declared before the visibility; static MUST be declared after the visibility."

i almost never see abstract and and final before the visibility, that seems odd.
