Duckdb Windows support

• Mirror Windows artifacts on R2.
• Fix compilation on Windows.
• Fix undefined symbols on linking (MultiFileReader et. al.) which are present in .so/.a but not in .lib
• Run vortex-duckdb tests on Windows
