Notify author, not committer (or both)

[This](https://bg.wikipedia.org/w/index.php?title=%D0%9C%D0%B5%D0%B4%D0%B8%D1%8F%D0%A3%D0%B8%D0%BA%D0%B8:Common.js&oldid=prev&diff=10313563) should've notified @bmanolov, but currently the code uses the committer, not the author.
