Release notes

Changes:

• On/Off and Level Control interaction: Refined the transient behaviour when an On, Off or Toggle command is received while a level transition is in progress, avoiding visually abrupt or unnatural output changes
• Electrical Measurement and Metering clusters: Reworked both implementations for improved accuracy and specification conformance
• Attribute scaling: Added support for multiplier and divisor attributes in the Electrical Measurement cluster, allowing reported values to be scaled to the applicable engineering units
• Attribute reporting: Attribute reports now account for the case in which the current value of a reportable attribute is invalid or unavailable at the time the report is generated
• Other bug fixes and improvements
