fix(dreamview_plus): display traffic light status

Fixes #15786.

Functions related to updating traffic light status (map.updateTrafficStatus) were not called and simData.perceivedSignal was not used to update Carviz.

After applying the fix, traffic signal status can be displayed properly.

I’m wondering how likely it is that this PR will be merged? The bug should be reproducible, since traffic lights are not displaying properly in Dreamview Plus. However, because Apollo ships with a precompiled version of Dreamview Plus, I’m unsure whether including a newly compiled Dreamview Plus build in my PR is appropriate.
