This PR syncs eng/common with the corresponding change from azure-sdk-tools PR 15426, updating test resource provisioning behavior to avoid repeatedly prefixing resource group names for specific TME tenants.
Changes:
- Prevents adding the
SSS3PT_prefix to$ResourceGroupNamewhen it is already present (case-insensitive), while still applying the prefix for well-known TME tenants.
