What does this PR do? What is the motivation?
Fixes DOCS-14196
Adds a site-region banner to the Comments section of the Session Replay page indicating the feature is not available on US1-FED (gov/gov2 sites), matching the existing pattern used for the AI-powered summaries section. Also includes a note directing customers to contact Datadog Support if they require this capability.
