docs: link scheduler delegate patch to PR #93878

Explanation of Change

Links the React Native scheduler-delegate UAF patch entry to the Expensify/App PR that introduced it. This fills the missing PR introducing patch field required by the patch documentation template and makes the patch provenance easy to trace during future React Native upgrades.

This is a documentation-only follow-up to #93878 (comment).
