Aleph tagger updates to FCCAnalyses

Updates to the secondaryVertex finder for FCCAnalyses:

• Rescale the track momenta used in the VertexFitter to account for hardcoded 2T magnetic field as in the Delphes functions used (ALEPH field was 1.5 T), optional argument for custom Bz is introduced
• Fix fragily validity check using equals comparison on double
• Add option to pre-filter tracks based on dR checks in the SV finder
• Add option to pre-filter tracks based on opposite charge in the SV finder
• Add option for tight V0 seed requirements matching Aleph performance
