CompatHelper: bump compat for SparseArraysBase to 0.10 for package test, (keep existing compat)

This pull request changes the compat entry for the SparseArraysBase package from 0.9 to 0.9, 0.10 for package test.
This keeps the compat entries for earlier versions.
