- Replace .reuse/dep5 with REUSE.toml for REUSE 3.x compatibility
- Add GitHub Actions workflow to enforce REUSE compliance on push and pull requests
- Add CONTRIBUTING.md documenting copyright/license requirements, CLA policy, and AI-assisted contribution guidance
