This change enables building wheels for the arm64 architecture on Windows. The build succeeds locally and produces a
wheelhouse\asyncpg-0.32.0.dev0+75301d9-cp313-cp313-win_arm64.whl. Thewindows-11-armtarget can be used to enable CI/CD in GitHub Actions.
