lib/liquid-crypto: handle sym op preparation failures

Previously, failures during symmetric operation preparation were handled
only in Debug builds. In Release builds, a prepare failure (ret == 0)
was ignored, causing enqueue to incorrectly return success and leading
to dequeue timeouts and device stop failures.

This change removes the Debug-only guard and ensures that preparation
failures are handled consistently in both Debug and Release modes by
returning the number of successfully prepared operations immediately.

This prevents false enqueue success when operation preparation fails.
