What does this PR do ?
Add Docs for Prompt-RNNT-cache-aware Model.
Note that it needs some more work later to organize the prompt-model support in documentation (previously had prompt-hybrid docs added but it is not cache-aware, now it's a little bit messy that prompt-hybrid is in hybrid-transducer-ctc but prompt-rnnt is in cache-aware-streaming-inference). Will come back after the GA for better organization as it may involve lots of changes. Now we need provide early heads-up to customer for kick-off.

GitHub Actions CI
The Jenkins CI system has been replaced by GitHub Actions self-hosted runners.
The GitHub Actions CI will run automatically when the "Run CICD" label is added to the PR.
To re-run CI remove and add the label again.
To run CI on an untrusted fork, a NeMo user with write access must first click "Approve and run".
