Extract the driver/toolkit version plumbing so it can be reviewed independently of the compatibility guard-rails layer that consumes it. This adds CUDA_VERSION parsing from cuda.h, shared encoded CUDA version decoding, display-driver release metadata queried through NVML, and focused unit coverage for parsing and NVML cleanup behavior. Reconstructs the work formerly reviewed in #2012 from the refreshed #1977 snapshot.
