pathfinder: add compatibility guard rails

Add explicit compatibility validation for CUDA toolkit components and the display driver, building on the driver/toolkit version utilities in the lower stack layer.

Resolves #1038.

Reconstructs the work formerly reviewed in #1977 from the refreshed, main-merged snapshot.
