Deferring the TypeScript 5.9 → 6.0 major bump. TS 6.0 deprecates baseUrl (TS5101) and breaks the vis/ and web/ builds; a major TS migration across the monorepo needs a deliberate, coordinated change rather than four split dependabot PRs. Closing and adding a Dependabot ignore for the TS major so this stops reopening weekly. We'll adopt 6.x as a dedicated migration.
