feat(QOV-1586): implement stable nodepool toggle in service resources

Summary

Makes it easier to run applications on stable nodepool

Additions:

• A "Stable nodepool" toggle in the Resources tab of service settings. When toggle is activated, it "sets" the correct value as it was in advanced settings -> to be replaced with a true settings and not the current hack. This file will then probably be deprecated/not needed: libs/shared/util-services/src/lib/stable-nodepool-advanced-settings/stable-nodepool-advanced-settings.ts
• Stable nodepool toggle is disabled if service as GPU units configured
• GPU is disabled if Stable nodepool is activated

• Changes tested locally in the relevant Console's pages and Storybooks
• yarn test or yarn test -u (if you need to regenerate snapshots)
