BUG-T10: Tool chart colors change on update of tool type count

Description

Implements BUG-T10 by making Web UI tool chart colors stable and deterministic across tool count/order changes and page reloads.

Changes included:

• Added deterministic name-keyed color mapping in dashboard.js.
• Added localStorage-backed persistence for tool color assignments.
• Rewired tool bar and tool pie charts to use the stable mapping.
• Added/updated unit assertions in tests/unit/webui/test_server.py.
• Completed FLOW artifacts (plan, validation report, archive, review).
