P2-T6: Remove legacy --broker-connect and --broker-spawn flags

Description

Removes obsolete broker CLI aliases (--broker-connect, --broker-spawn) from runtime broker control parsing and aligns docs/templates to the two-flag model (--broker, --broker-daemon).

Also updates parser/main unit tests to validate legacy flags are forwarded (not treated as broker mode controls).
