FU-P12-T1-2: Add code comment clarifying stdin-only client capture in on_request

Description

Complete FLOW run for FU-P12-T1-2 by adding a clarifying comment in on_request() that client identity capture is intentionally limited to inbound stdin initialize requests, with no runtime behavior changes.
