FU-P12-T1-5: Cap _clients dict and prune client_identities to prevent unbounded growth

Description

Implement FU-P12-T1-5 by bounding client identity growth in both in-memory and shared-metrics paths.

• Added a 50-entry soft cap for MetricsCollector._clients with oldest-first (last_seen) eviction.
• Added stale client_identities pruning on write in SharedMetricsStore using a retention cutoff.
• Added/updated unit tests for eviction behavior and stale-row pruning.
• Completed FLOW artifacts, including validation and archived review reports.
