Bug Description

The police car light bar animation and its blinking red/blue dynamic light advance
by a fixed amount every render frame instead of being tied to logic time, so the
blink/animation speed scales with the render frame rate. The lights flash roughly
twice as fast at 60 FPS as at 30 FPS.

Reproduction Steps

Start the shellmap in ZH, wait to see the police car, increase render FPS
