Overview
Updates module manifest configuration by switching the VirtoCommerce.Xapi entry in backend/packages.json from a PR build (3.1007.0-pr-69-0be2.zip) to the released package (3.1008.0.zip) and repositioning it at the end of the Azure Blob module list.

Also normalizes JSON formatting (whitespace/brackets) and removes the trailing newline.
