Overview
Updates the platform package manifest (backend/packages.json) to pull VirtoCommerce.XCart from the AzureBlob feed (VirtoCommerce.XCart_3.1014.0.zip) instead of GithubReleases (removing the prior 3.1013.0 entry).

Also includes minor JSON formatting/whitespace normalization (including EOF newline handling) with no functional impact beyond the module source change.
