Overview
Updates backend/packages.json to pin the VC platform from a PR-specific build to the stable 3.1029.0 for both PlatformVersion and PlatformImageTag.

Also applies minor JSON formatting/whitespace cleanup (array/bracket indentation and trailing spaces) without changing module lists or versions.
