Overview
Updates backend/packages.json to bump the VirtoCommerce platform/image tag from a PR-specific build (3.1029.0-...) to the released 3.1030.0.

Also applies small JSON formatting cleanup (whitespace/indentation and newline at EOF) without changing the module list contents.
