Overview
Updates backend/packages.json to switch VirtoCommerce.Catalog from the GithubReleases source (version 3.1022.0) to the AzureBlob source (blob VirtoCommerce.Catalog_3.1023.0.zip). Also includes minor JSON formatting/whitespace cleanup (including EOF newline).
