Updates the Azure Blob package manifest so VirtoCommerce.Catalog is pulled from VirtoCommerce.Catalog_3.1024.0.zip instead of the previous 3.1023.0-pr-883-950a prerelease build—aligning the QA environment with a released catalog module artifact.

The rest of the diff is JSON formatting (whitespace, bracket indentation, trailing newline) with no platform image tag or other module version changes.
