Overview
Updates backend/packages.json so the VC platform deployment targets the released image tag 3.1031.0 instead of the PR-specific tag 3.1031.0-pr-3030-c2b7-vcst-5088-c2b777da on both PlatformVersion and PlatformImageTag.

Module source entries and pinned module versions in the manifest are unchanged; the diff also includes minor JSON whitespace/formatting cleanup.
