Adds a contributor guide for running Beam Python pipelines against a local standalone Flink cluster (contributor-docs/local-flink-python.md): getting a Flink distribution, cluster configuration and startup, running a pipeline with FlinkRunner and LOOPBACK, troubleshooting, and teardown. Links the guide from the contributor docs README.
Also updates stale Flink version references on the Flink runner page: the dependency example, Job Service Docker images, and commands now use Flink 1.19/1.20 instead of 1.16-1.18 (Flink 1.17/1.18 support was dropped in #38947), and the local cluster links point to the current Flink docs location.
