Add YAML frontmatter triggers (*.bzl,BUILD,BUILD.bazel,*.bazel) to .agents/rules/starlark.md so Bazel rules load automatically, and document that internal macro helper targets must use tags = ["manual"] to avoid being built during wildcard expansion.
