This PR lays the groundwork for the device_id healthcheck rather than implementing it yet. It adds the Workhorse agent tooling (docs, skills, AGENTS.md) used to plan and spec the work, records a spec addition under
.workhorse/specs/canopy/registration.mddescribing the expected registration behaviour, and creates an initial implementation plan at.workhorse/plans/b1/plan.md. No bestool code changes are included in this branch yet — this is scaffolding and planning output only.Review Hero
