add PRODUCT/TECH specs for folder-first desktop Workspaces and deferred Cloud Sync
add ADR for non-invasive Workspaces and nested Cloud Sync config
update CONTEXT glossary to separate Workspace, Cloud Sync, and Auto sync states

Checks

pnpm build:desktop
pnpm check (fails on pre-existing apps/web Biome issues)
