ran cargo update

Fixes the Quinn, actix-http and serde_with dependabot security issues.

Updating the rust-version in Cargo.toml would be a change worth thinking about for a crate that is a dependency, but bt isn't published on crates.io and is not supposed to be used as a dependency anyway.

updated Rust version from 1.86.0 to 1.97.1 in ci and mise
updated Rust version from 1.86.0 to 1.88.0 in Cargo.toml, some dependencies required it
fixed a clippy warning
ran `cargo update`
