Adds cc-cream to the Development Engineering section.

cc-cream is a zero-token status line for Claude Code: it reads CC's stdin JSON and prints a colored ≤3-row bar showing cache health, context fill, token burn, rate-limit budgets, and peak hours — the model never sees the output, so it costs no tokens. MIT, no runtime dependencies (Node built-ins only).

Why a README link instead of a vendored plugins/ entry

cc-cream ships through its own auto-updating marketplace (bart-turczynski/claude-plugins). A SessionStart hook re-pins the status-line path on every /plugin update, so a vendored snapshot here would go stale and break that update path. Listing it as an external link follows the same pattern as recent submissions (#269, #270, #273, #276) and the "submit your own marketplace" note in Contributing.

Install:

/plugin marketplace add bart-turczynski/claude-plugins
/plugin install cc-cream

Happy to instead vendor the full payload under plugins/cc-cream/ with a local source if you'd prefer that convention.
