Adds a first-party named tunnel provider alongside Cloudflare. The provider carries a selected static subdomain through IPC, registers a short-lived scoped reverse endpoint, launches wstunnel, waits for gateway readiness, and refreshes expiring capabilities. It also documents the stateless identity and authorization contract in spec 0095.\n\nVerification:\n- cargo build --workspace\n- cargo test -p construct-daemon --lib (242 passed)\n- cargo test -p construct-e2e --test remote_control (4 passed)\n\nCompanion Oracle gateway work is prepared in the zarvis-web repository branch feat/construct-tunnel.
