Support for MediatR

Breaking Change: In this release, add support for MediatR request handlers using the memory cache implementation of .NET Core. In addition, made significant changes to the project structure.

Initial Release

This release is related to the repository setup and testing third-party integrations, such as AppVeyor and NuGet. There are some interfaces included, but that is about it.
