Update DemaConsulting.Rendering.Layout, .Svg, and .Skia PackageReference versions from 0.1.0-beta.14 to 0.1.0-beta.15 across Core, Tool, and Tests projects. Verified: build.ps1 succeeds (0 warnings/errors), full test suite passes (393 + 515x3 tests, 0 failures), fix.ps1/lint.ps1 both clean. No .reviewmark.yaml globs match .csproj files, so no review-sets are affected. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
