document that TEI-to-TEI and other types are now supported
- User assignment: clarify that the feature is enabled via 'Enable user
assignment of events' in Maintenance app program settings
- Search results: explain difference between 'View dashboard' (most
recent enrollment across programs) vs 'View active enrollment'
(active enrollment in current program)
- Re-enroll: add note that option only appears when enrollment is complete
- Transfer enrollment: document that transfer changes owning org unit,
affects data visibility, and does not move historical event data
- Sort arrows: update text to describe dual up/down arrows (replacing
single-arrow description) in both event list and TEI list sections
- Column layout: update text to describe 6-dot drag handle on left
- URL: fix outdated dhis-web-capture/#/ path to ../capture#/
- Related stages: add practical workflow examples (lab request/result,
referral/follow-up) and add { #anchor-id } to all section headers so
the section appears in the docs site table of contents

nit: organization -> organisation - but could probably do a full check of all our documentation and find inconsistent usage of one or the other.
